Lower Chester Park is leased from the City of Duluth, and operated by the non-profit organization, Neighbors of Lower Chester Park (NOLCP). NOLCP’s mission is to provide a facility and recreational area for year-round to members of the Duluth community.

Summer activities that can take place include use: use of the rink for roller-blading, skate-boarding, dances, parades, and games. The flat green area is available for community gardening, and lawn games. Basketball hoops and a playground are planned for the future.

Winter programming will include hockey, recreational skating, and bon-fire parties at night.  The building will be available for educational as well as entertainment purposes.
